3. Legislative & Regulatory Framework
Accreditation is granted by the Quality Council for Trades and Occupations (QCTO) in accordance with:
- Skills Development Act (SDA): (Act No 97 of 1998) Chapter 6C policies and regulations.
- Continuing Education and Training Act: Act 16 of 2006.
- National Qualification Framework Amendment Act: Act 12 of 2019, specifically Section 32B governance standards.
4. Operational Provisions & Compliance Directives (Annexure A)
Relocation & Physical Premises Mandate
An application to effect any change of address or location that warrants movement of the current domicile to another should be forwarded to the QCTO before moving. Training learners after relocating to new premises without the revised accreditation letter is against QCTO policy, and learner training and results will not be considered for the qualification in such a case.
Quarterly Data Reporting & Learner Uptake
Our institution submits learner information data quarterly to the QCTO per the load specifications provided by the QCTO, referencing Accreditation Number 07-QCTO/SDP120426232007 during data load cycles. Note: Accreditation will be revoked if there is no learner uptake within the first two years of accreditation.
Quality Assurance Audits
The QCTO quality assurance department will occasionally issue forms and documents for compliance. Quality Assurance representatives from the QCTO, SETAs, or QCTO Quality Partners (QP) may visit the institution without prior notice and conduct quality assurance audits under section 32B of the National Qualification Framework Amendment Act 12 of 2019.
Certification Issuing Regulation
Notice: Skills Development Providers (SDPs) are not allowed to issue any certificates directly. Should an institution be found issuing certificates, accreditation will be revoked immediately.
